Second report of Essex expert group on the review of the standard minimum rules for the treatment of prisoners

In 2002, the Commission on Crime Prevention and Criminal Justice of the United Nations proposed a reviewing of all the minima standards on the prisoners treatment in ten parts among which the dignity of the prisoners, the health care the access to representation etc. In October 2012, experts of the university of Essex gathered and discussed this reviewing. Then they met again in September 2013 and this report is the outcome of this meeting. The discussed essentially on seven subjects: security of the prisoners, prisoners in vulnerable position, use of the force and contention, corporal researches, death and wounds in detention, training, file records and management of the cases.
